Request for Proposals VTA2011-126:Tower Site Acquisition, Development, and Management Professional Services (closed)
The Vermont Telecommunications Authority (VTA) is exercising its authority to build telecommunications infrastructure for commercial mobile radio service (CMRS) in under-served and unserved areas of the state identified by the VTA. The VTA will examine competitive pricing of communications tower development and construction services for savings through aggregated or packaged services, as well as for selection of subject-matter experts. This RFP is intended to elicit information and pricing organized in two formats: a la carte pricing (by deliverable), and bundled or turn-key services for the following range of services*:
• Project Management Services
• Site Acquisition and Title Report Services
• Environmental Assessments, Section 106, FAA Determination, Phase 1 Review
• Regulatory Permitting (Zoning), and Tower Compliance Management
• Engineering, Geology and Construction Drawings and Specifications
• Construction Management Services
• Tower or Network Repair and Maintenance
• Site Marketing, Application, and Install Management
• Site Contract Management, Tower Tenants and Landlords, Financial Reporting
• Infrastructure Monitoring through Network Operation Center

*While RFP VTA2011-126 supersedes prior RFPs for the services listed in the a la carte section, it also includes the ability to bundle and unbundle services. If your company was a respondent to a prior RFP, e.g. VTA 2010-112, you may, of course, utilize past response materials (up-dated to reflect any changes) in response to specific RFP inquiries. RFP VTA2011-126 does not preclude responses from existing vendors of the VTA, nor does it indicate a lack of satisfaction with existing service suppliers. It does reflect a reorganization of the work, and the resulting contract will likely address scope of work and pricing changes. We look forward to hearing from you.
